Rater Certification

  1. Certified HERS raters may complete the on-line CGB Rater Test and answer 100% of the questions correctly. The test functions as an informational resource and may be taken as many times as needed. After responding to all the questions, press the submit button. Test results will be sent immediately via e-mail.

  2. Once the test is passed, you will be prompted to click on Rater Registration. Fill in the form and enter your contact information correctly as it will be posted on the on-line Rater Directory once your HERS status has been verified and your payment has been received. Submit registration along with the $100 application (PayPal available). The certification is valid for two years from date of issue.
  3. Within two working days of receiving an inspection request from the Builder, the CGB certified rater shall inspect homes as per the California Energy Commission’s (CEC) Sampling Method. (The CGB Coordinator shall randomly inspect homes to ensure that CGB Requirements have been met.)
  4. Along with the inspection, the rater will fill out the CGB-Rater Field Verification Form and the California Green Building Standards Code Checklist.
  5. The rater shall transmit inspection results to the HERS Provider (CalCERTS or CHEERS) within 24 hours of completing each inspection. The HERS Provider will provide the CGB HERS rater the completed CF-4R form.
  6. The rater will send the CF-4R form to the Builder. The rater will send the completed CGB-Rater Field Verification Form (RVF) form and the completed California Green Building Standards Code Checklist to the CGB Coordinator within two working days of receiving the CF-4R form from the Provider. (These forms are required before a homeowner certificate can be issued.) After the CGB Coordinator reviews and approves the forms as well as the CF-4R received from the builder, a California Green Builder Project Certificate will be sent to the Builder to provide to the homeowner.

1CGB certified inspectors are independent third party contractors that must be retained and paid for by CGB builders, independent of CGB’s builder certification fees.
